A new town use tax as of July 1, 2026
Oro Valley adopted Ordinance No. 26-10 in June 2026 imposing a town use tax effective July 1, 2026. Businesses buying equipment or inventory from out-of-state vendors who charge no Arizona tax now have a town obligation they did not have before.

Arizona and Oro Valley rules worth knowing

Arizona applies a single flat rate to individual income, which makes the timing of a large vest or a stock sale matter more than the bracket arithmetic people bring from other states. Owners of practices and consultancies can also report small business income under a separate Arizona election once income passes a certain level, and Social Security is untaxed here. On the business side the tax falls on the seller for the privilege of doing business rather than on the buyer, and Oro Valley's town use tax, effective July 1, 2026, now reaches purchases from vendors that never collected Arizona tax at all.

My RSUs vested and I still owed money in April. Why?
Because vesting is wage income and employers often withhold at a flat supplemental rate that sits below the rate your total income actually lands in. The fix is not at filing time, it is adjusting withholding or estimates during the year the vest happens, which is a conversation we have in the summer, not in April.
Is my ESPP discount taxed twice?
No, but it is taxed in two pieces and reported badly. The discount is ordinary income and usually appears on your W-2, while the sale creates a capital gain or loss on an adjusted basis. Brokers frequently report the unadjusted basis, which is why these sales are often overtaxed.
Do I have to come to your Mesa office?
No. Oro Valley clients work with us through an encrypted portal and video meetings, with replies inside 1-2 business days. In person is available at 6861 E Main St if you prefer it.
What changed with Oro Valley's use tax in 2026?
The town adopted a use tax effective July 1, 2026. If your business buys equipment, inventory or supplies from out-of-state sellers who do not charge Arizona tax, that purchase now carries a town obligation, and it belongs on your TPT return.
Do you need me to come to Mesa?
