Vacation rentals are a licensed business, not a side hustle

Arizona treats lodging of less than thirty consecutive days as transient lodging, taxable at state, county and city level. The city goes further: state law changed in 2022 and city code Chapter 5.20 requires each vacation rental property to be registered and permitted before it is offered for rent, and a city permit cannot be issued without a valid Arizona TPT license number. Arizona statute also requires that license number to appear in every advertisement for the property. Owners who let a platform handle the tax still have to file. The penalties for operating without a license and for advertising without the number are separate from the tax itself.

Thirty days changes everything
Under thirty consecutive days is transient lodging and taxable. Thirty days or more is residential, and city tax on those stays ended January 1, 2025 under A.R.S. 42-6004(H). Properties that do both need the split tracked, not estimated.

Arizona and Havasu rules worth knowing

Arizona charges the seller a Transaction Privilege Tax rather than charging the buyer a sales tax, and transient lodging is its own classification with an additional city hotel tax layered on. A.R.S. 42-5042 prohibits offering a lodging accommodation for rent without a current TPT license and requires the license number in each advertisement. Filing frequency follows estimated annual liability, which is annual under $2,000, quarterly between $2,000 and $8,000 and monthly above $8,000. The city requires a separate vacation rental permit under Chapter 5.20 for each property, following the state changes in A.R.S. 9-500.39. Residential stays of thirty days or more have carried no city TPT since January 1, 2025.

What if I rent to a winter visitor for four months instead of a week?
Then it is residential rather than transient. Stays of thirty consecutive days or more are treated differently, and city TPT on those ended January 1, 2025. Properties doing both need the stays tracked so each return reflects the real mix.
I live out of state and own two Havasu rentals. Can you handle both states?
