What an Arizona firm gives an Avondale contractor

Construction is taxed differently in Arizona than almost anywhere else, and the difference is not intuitive. A prime contractor owes tax on a portion of the gross contract, a speculative builder is taxed on the sale of improved property, and maintenance, repair, replacement and alteration work is taxed on materials instead. Getting that wrong does not produce a small error, it produces an assessment on an entire job. Software will not catch it and a preparer who sees two contractors a year will not either.

Prime contracting, speculative builder and MRRA are three different tax treatments. We look at the contract and the scope of work first, because the classification changes what you should have charged the customer, and after invoicing it is your money paying the difference.

Residential rental TPT is gone, and people still file it
City transaction privilege tax on residential rental income of 30 days or more ended on January 1, 2025 under A.R.S. 42-6004(H). Owners are still required to register the property with the county assessor. We see both errors: landlords still remitting, and landlords who never registered.

Arizona and Avondale rules worth knowing

Arizona's tax is imposed on the seller for the privilege of doing business rather than on the buyer as a sales tax, so the liability stays with you whether or not it was added to the invoice. Construction has its own set of classifications, and prime contracting, speculative builder, owner builder and MRRA are each handled differently under the Model City Tax Code that Avondale follows. Commercial rent is still taxable at the city level, while residential rental income from stays of thirty days or more stopped carrying city TPT on January 1, 2025. Rentals still have to be registered with the county assessor regardless of the tax change.

How do I know whether my job is prime contracting or MRRA?
It depends on the scope, not on the size of the invoice. New construction and improvements to real property generally fall under prime contracting or speculative builder, while maintenance, repair, replacement and alteration of existing property is MRRA and taxed on materials. We read the contract before the bid goes out, because the answer changes what you should charge.
I still file residential rental TPT for my Avondale rentals. Should I?
Not for periods after December 31, 2024. City TPT on residential rentals of 30 days or more ended January 1, 2025. You still need the property registered with the county assessor, and short-term rentals are unaffected and remain taxable.
Do you handle payroll for a crew that changes size every month?
Yes. Payroll runs from our office with direct deposit, new hire reporting and all state and federal filings, and it is built to handle headcount that moves with the workload.
Can you fix a TPT assessment we already received?
Often, yes. Our Enrolled Agents and CPAs review how the classification was applied, respond to the city or the Department of Revenue, and where the assessment is correct we negotiate the payment rather than letting it sit and accrue.
Are you too far from the West Valley to be our accountant?
No. Most of the work happens over a secure portal and on video, with answers inside a business day or two, and the Mesa office at 6861 E Main St is available when a project meeting is worth the trip.
